In the commentary, Hwan refers to a large flood or body of water. Hyeong means to offer a sacrifice, which is related to performing rituals. Ga means to reach or approach. In the Baek Seo Ju Yeok (Book of the Changes), Yu is used for Woo (flood).
The commentary speaks of a great flood occurring, with the king coming to the ancestral temple to perform the ritual. Although a large flood occurs, it can be overcome without major damage, which indicates that the situation is favorable and manageable.
